Another possibility, but not too likely:

I have seen laptops that have the screen resolution a BIOS setup option. Thus, the laptop internally interpolated a DOS-size screen to its full available screen resolution, perhaps with some black areas along the sides if the screen is physically a wide aspect ration screen.

I've also seen built-in screen management software that needs to be set to the resolution (number of pixels in width and number of pixels in height) that your application wishes to use. This may cause the application (PS1) to fit into the screen and thus avoid the problem of having a small PS1 window appear in the middle of the much larger actual screen window.
