Bandwidth

I'm worried about what's happing at Aerowinx.com. And I don't understand it. What does it really mean to say that Hardy's site is using lots of bandwidth? Does it mean just that many people are viewing his pages? Forgive me if my questions are naive, but do host servers charge people based on how many users view their pages? Is there some sort of robot polling his pages millions of times an hour? Is it some sort of attack?
