body gear steering

at work i often see airliners, including 744s, being pushed back and/or towed. that got me thinking:

- does the body gear steering work during pushback (i mean with the steering pin installed and hydraulics on)? i don't see why not, but i'm not a pro.

- also, what are the regulations for towing an airliner? some of those i see are basically cold and dark (no APU, no beacons, no nav lights, nothing) while others look like they're ready for engine start (everything on except engines and strobes).
