Engine icing & flameout at 38,000 feet/cruise

The Wall Street Journal just published an interesting article describing a relatively new phenomenon where airliners at cruise altitude (e.g., 38,000 feet) suddenly develop apparent engine icing and one or both engines flamed out. This is uncomfortable over the Pacific or elsewhere, of course. The engine designers are trying to modify software and/or design to prevent this new phenomenon.
